Mission & Purpose
The Division of Inspections and Code Enforcement is responsible for the administration of the Code of the City of East Orange that establish minimum standards governing the maintenance, appearance, conditions, and occupancy of residential and non-residential premises.
Notices
Following inspections, Property Maintenance issues a Notice of Code Violations to the responsible party, who is most often the owner. The Notice lists all observed violations and allows an appropriate amount of time for the responsible party to correct the violations.
Summons
When violations are not corrected within the time allocated on a Notice of Code Violations, a summons to appear in court is issued against the responsible party (or parties). Violations are punishable by fines not less than $100 or a maximum fine not to exceed $2,000 for each offense.
Property Superintendents
In every dwelling containing four or more dwellings or rooming units, or combination thereof, the owner shall provide and designate a superintendent who shall be licensed and registered.
Each license and registration must be renewed annually.
In any premises containing 25 or more dwelling units, rooming units or combination thereof, the superintendent must be a full-time employee and shall reside on the premises.
Certificate of Conformity
Before a property is sold, a Certificate of Conformity (C of C) is required (Section 159-50) that indicates the property complies with and conforms to the Code. The Code holds both the seller and buyer accountable for securing a Certificate of Conformity.
Certificate of Habitability
Before an apartment is rented, a Certificate of Habitability (C of H) is required (Chapter 159-45, 159-49). The owner is responsible for obtaining the C of H and the tenant is required to sign it upon moving in.

- Money order
- No cash is accepted for the payment of associated fees.
